The process of applying for a weapons permit health certificate is necessary for anyone who wishes to acquire or renew a weapons permit in Estonia. This process involves several steps and providing accurate information to ensure a smooth application for a weapons permit in accordance with current laws and regulations.

Application process
As a first step, the patient needs to see a psychiatrist, for mental health assessment. You do not need a referral from a family doctor to see a psychiatrist. Also, the family doctor cannot help you get an appointment with a psychiatrist more quickly.
During the process of applying for a weapons permit health certificate, applicants are required to provide various details about their physical and mental health.
Once you have a psychiatrist’s certificate, you can schedule an appointment with your family doctor, who will conduct a health control to assess the overall health status of the weapons permit applicant. If there are no contraindications, the family doctor will issue a paper certificate.
Before coming for the health control, please fill out a health declaration in the national patient portal terviseportaal.ee . If you are unable to fill out the declaration electronically, you can also do that on paper during the health control.
When coming for a health control, you must bring:
- psychiatrist’s certificate;
- personal identification document;
- aids used permanently or temporarily (glasses, contact lenses, hearing aids, prosthetics, etc.);
As part of the health control, the family nurse measures arterial blood pressure, checks visual acuity and field of vision, and evaluates the general health status of the applicant for a weapons permit health certificate.
Important to know:
- If a person has a health condition that prevents the issuance of the certificate, the doctor will not issue the certificate.
