The purpose of the health control for issuing a health certificate is to confirm that the individual does not have any health conditions that would prevent them from driving a motor vehicle, and that the driver is in good enough health to safely participate in traffic.

Application process
In order to apply for a driver’s license health certificate, the patient must first fill out an electronic health declaration at the health portal terviseportaal.ee. This creates a pre-filled or pending health certificate application, allowing the patient to see what needs to be done to obtain the certificate, including whether they have any diagnoses that may prevent them from obtaining the health certificate for the intended purpose. Whether a diagnosis is an obstacle to issuing the certificate or not is decided by the healthcare worker conducting the health control in each specific case, who also reviews the pre-filled declaration.
If you have no access to the digital declaration, you can fill out the document also at the appointment. An additional fee of 5 EUR is added to the service price for filling out the document on paper.
After that, you can book an appointment with the family nurse, where the necessary health examinations to assess compliance with health requirements will be conducted. The nurse will measure arterial blood pressure, check visual acuity and field of vision, calculate body mass index, measure neck circumference, and perform blood sugar analysis.
When coming for a health control, you must bring:
- personal identification document;
- aids used permanently or while driving (glasses, contact lenses, hearing aids, prosthetics, etc.);
- in case of sleep apnea, a confirmation from a specialist confirming the use of medical equipment for treating this condition.
As part of the health control, the family nurse measures arterial blood pressure, checks visual acuity and field of vision, and evaluates the general health status of the health certificate applicant.
Please note! Please do not to eat or drink for at least 2 hours (you can drink unflavoured water) before coming to the health control.
Important to know:
- The doctor reserves the right to request additional examinations or specialist assessments and not to issue the certificate if the patient’s health status does not meet the requirements.
- Starting from April 1, 2015, doctors only issue e-health certificates (in exceptional cases also paper certificates, for example, in case of a malfunction in the doctor’s system, which the doctor must later digitize).
